A significant milestone in Ghana and Ohio educational and workforce collaboration was reached on Monday, August 24, 2026, when Ghana's National Service Authority (NSA) and Ohio University (OU) signed a strategic Memorandum of Understanding (MOU) in Athens, Ohio. The agreement establishes a framework for cooperation focused on workforce readiness, professional development, capacity building, and preparing Ghanaian graduates to succeed in an increasingly competitive, technology driven global economy. The MOU was signed by Ruth Dela Seddoh, Director General of Ghana's National Service Authority, and Dr. John McCarthy, Vice President and Provost of Ohio University.
Buckeye African Exchange served as the mediator and facilitator of this important exchange initiative, helping to build the institutional connections necessary to bring Ghana's National Service Authority and Ohio University together. The partnership reflects Buckeye African Exchange's broader commitment to creating meaningful educational, professional, cultural, and economic bridges between Ohio, Ghana, and the African continent.
The signing capped a day of warm exchanges between the two delegations. Ahead of the ceremony, members of the NSA delegation were welcomed by Ohio University leadership and Buckeye African Exchange representatives, an early sign of the goodwill that would carry through the rest of the visit.
Preparing Ghanaian Graduates for the Future of Work
The NSA and Ohio University partnership represents more than the signing of an institutional agreement. It reflects a shared commitment to strengthening the transition from higher education to meaningful employment. Under the framework, the institutions will explore professional development opportunities in areas such as professional communication, digital workplace skills, leadership, project management, entrepreneurship, career development, and the responsible use of artificial intelligence and other emerging technologies. These areas have become increasingly important as technological innovation transforms industries, occupations, and workplace expectations worldwide.
The partnership therefore supports a broader vision of National Service as more than a mandatory transition following tertiary education. It seeks to strengthen National Service as a platform through which young graduates can acquire practical competencies, professional confidence, workplace experience, and skills that can contribute to sustainable employment and entrepreneurship.
The collaboration is also designed with long term institutional sustainability in mind. Ohio University is expected to contribute expertise in areas including curriculum development, trainer preparation, technical support, evaluation, and quality assurance, while strengthening the capacity of Ghanaian institutions and trainers to progressively deliver programs locally. For Ghana, this approach has the potential to create a scalable model that connects higher education, National Service, professional development, and the future of work.
A Warm Welcome to Athens
Beyond the formal proceedings, the visit gave the NSA delegation a chance to experience Ohio University's campus and its people. Conversations continued on sidewalks and in courtyards between sessions, reflecting the relaxed, relationship first spirit that Buckeye African Exchange works to bring to every engagement it facilitates. Delegates were also received warmly by staff and students at the university's CoLab, a hub for creativity, entrepreneurship, and innovation, giving them a firsthand look at the kind of collaborative environment the partnership hopes to help build in Ghana.
From Institutional Partnership to City to City Cooperation
The visit to Athens also created an opportunity to explore a broader relationship extending beyond the university and National Service Authority. As part of the engagement, the Mayor of Athens hosted representatives of the National Service Authority, Buckeye African Exchange, and Ohio University leadership for discussions concerning the development of a potential sister city relationship between Athens, Ohio, and Takoradi, Ghana. The discussion represents another promising dimension of the growing relationship between Ghana and Ohio.
Athens and Takoradi possess characteristics that could provide a foundation for mutually beneficial cooperation. A sister city relationship could create opportunities for collaboration in education, culture, youth development, entrepreneurship, municipal knowledge exchange, community development, tourism, and people to people engagement. Such a relationship could also expand opportunities for universities, businesses, community organizations, students, professionals, and civic institutions in both cities to establish lasting partnerships. For Buckeye African Exchange, facilitating these conversations is consistent with our vision of creating practical platforms through which communities in Ohio and Africa can connect, exchange knowledge, develop partnerships, and pursue opportunities of mutual benefit.

The August 24 MOU demonstrates what becomes possible when institutions are intentionally connected around common objectives. Most importantly, it creates an opportunity to combine Ohio University's academic and professional expertise with the National Service Authority's national mandate and reach to strengthen the preparation of Ghana's emerging workforce. The presence of Buckeye African Exchange during the MOU signing and subsequent discussions with Athens city leadership further demonstrates the organization's commitment to serving as a bridge between institutions and communities on both sides of the Atlantic.
